In my opinion, the staff that is not on vacation is working on student/visitor's visas because it is the busiest period of the year for that; therefore, our passports are not a priority for them at the moment.

Citizenship and Immigration Canada | Citoyenneté et Immigration Canada
219 Laurier Avenue West Ottawa ON K1A 1L1 | 219 avenue Laurier Ouest
7th Floor | 7ème étage, Section B
Ottawa ON K1A 1L1 Canada

Looking to this address I feel that Section B on 7th Floor is dedicated to CEC applications only.
Which means either the VO are on vacation or they are working slow. But, they cannot work on any other category.

I hope process shall speed up soon....

If you choose the option of Paper, then it will take you to payment page. Do not choose the option of Paper.

Thats not true

Yes, it takes $5 everytime after the 1st free one.

You can choose paper or the other option does not matter.
But ideally dont choose paper because then they will open the physical hard copy of your file rather than the soft copy, which might delay your application in general.

I just ordered today and it was my first request , and ordered electronic version and asked for 5 dollars.

Its on CIC site.

Application fee:
There is a $5.00 application fee for requests made under the Access to Information Act.
Payment can be made by:
Credit card (Visa, MasterCard or American Express) using the ATIP Online Request’s payment service; or

Its free if you are in Canada I order 5 to 6 time no charge. Select email option that's good and fast 30 days only it take after requesting.

I ordered under "Access to Information Act" rather than privacy act , t asks for 5 $ ,

One of the Landed Forum Member posted below and I followed that

No the $5 is what it costs for access to information

The only way you get it for free is if you order under the privacy act - but that doesn't give you any information on your file

I believe it used to be free a year or more ago, but now it costs $5

On ATIP request online its clearly written
Privacy Act:

The purpose of the Privacy Act is to protect the privacy of individuals with respect to personal information about themselves where it is held by a government institution and to provide individuals with the right to access such information.

There are no fees under the Privacy Act.

Under this Act, only personal information may be accessed.

If you are currently in Canada, you can apply under the Privacy Act and the notes are free.
If you are not currently in Canada you have to apply under the Information Act and pay $5
