mailed them and just got a reply(after 3 weeks) that my application is still being processed and they don't need any further documents at this time.

I doubt if CIC is applying any new criterias/rules or policies that are delaying the Applications to get finalized/PPR and those are not in public yet, since last 3-4 weeks there is no PPR even though Decision made for many of applicants.

I think new rules/policies apply to the new applicants. Like the 12000 quota , they clearly mentioned that it applies to only applicants applying after 9th Nov 2013. Not sure, anything can happen.

My Medical Forms were sent early July and my status online is "Medical Received" but hasn't changed since, is this the case for most people?

I have the same status since June-30-2014, more than a month.CIC is on holidays for months seems.
