No, you have to submit PCCs from every country you've lived for more than six months.
As per CIC website:

Who needs a police certificate?
In general, you and all the people in your family who are 18 or older need to get a police certificate. You must get one from each country or territory where you have lived for six or more months in a row since the age of 18.
RCMP fingerprints might be requested later on by CIC on top of all that.

I was confused with actual total work hours counted to eligible for CEC.

In my case I completed my graduation on 24 Aug, 2012 & I got F.T. Prmt Job offer (noc#2283) which I started on 27 Aug, 2012 since I was having valid Off Campus WP(Exp. 31 Dec, 2012). And since then I received my PGWP on 24 Oct 2012 valid until 23 Oct 2015.

The only thing I was worried is that "Do they count the work experience gained after graduation ie. for the time between graduation date & actual date when one receive his/her PGWP. since one can legally work Full-Time with valid Off Campus WP while waiting for PGWP"

Based on my information and research earlier, they DO NOT count the experience on the valid Off Campus WP even if it is after graduation. It has to be gained on the PGWP ( I believe it is also listed in CIC website). I was in the exact same boat. I waited couple months before applying. My PGWP arrive end of July 2012.

Seniors here can confirm this though.

As per OP25-A:

Note: Any period of employment during which the applicant was engaged in full-time study will
not be included in calculating the period of qualifying work experience
(e.g. work experience
gained through co-op work permits, off-campus work permits while a full-time student, and
on-campus work permits).
So they should be counting the experience, but some VOs don't or are not aware of that. Just to be on the
safe side, wait until you have the 12 months on the PGWP.

Yes, that is what I read & thought to wait for 12 of my PGWP & I applied in Nov 2013 which i 1 more extra week since I took vacation.

when you say 1 extra week because u took vacation... If you had not taken any vacation, would you have applied just after one year or would have given extra week as buffer?

The reason I am asking is I am completing my one year on PGWP on Dec 19 and I am planning to send the app on Dec 20. Dec 20 being a Friday they will receive it on Monday Dec 24 and then Dec 25, 26 is holiday... Don't know if I should send it on Dec 19 or give some extra buffer time and send it after the holidays (remember the 200 CAP)

Any suggestions?

I always suggest waiting for one week after becoming eligible to make sure you've gained enough experience. It's all up to the
date on your reference letter tho, the date you submit doesn't matter and does not count towards your experience.

Lets say if the employer reference letter is dated Nov.26th and i am planning to send my Dec 1st, what will the date be considered by CIC? Will it be Nov-26th or Dec-1st.

Though i have 1 year experience by Nov-26th, just wanted to be doubly sure what date will be considered?

For the work experience they will consider the date on your reference letter ( Nov 26th ).

Toby: How do they calculate the days? I think it is 52 week.. correct me if I am wrong..

and if I have exactly 52 weeks of experience on my PGWP, can I apply? I don't want my application to be delay because of holidays and then I miss out on 200 CAP...

To be exact - it's 52 weeks and 1 day experience

To be exact - it's 52 weeks and 1 day experience
Correct. 52 weeks / 12 months of full time ( minimum 30 hrs per week ) skilled experience. That's the requirement.

I full fill all that requirement...

I worked 52 weeks / 12 months of full time.
Minimum 40 hours a week
Noc 2282 (Skilled Experience)

Can I apply on 52 weeks and 1 day ? I mean I am finishing my 1 year on Dec 19 and planning to apply on Dec 20.. is it ok ? I have not taken a single day off in last one year..
