We are planning to land in NovaScotia because our relatives live there and my wife is pregnant too, by the time will be less than three month for her delivery, and we are planing to deliver baby there and use MSI ( NovaScotia health card ).

1 - Now question is when can i move to Toronto for job prospects, as I understand Ontario is the place where I can get job in my profession?

2 - Is it possible that we apply for health card only for my wife in NovaScotia so that I can move to Toronto without any obligation (from NovaScotia of staying in state for 6 months) and keeping my wife at relatives for satisfying that obligation?

I am the principal applicant.
 
If your wife leaves Nova Scotia for Ontario within a few months of giving birth, it's quite possible Nova Scotia will go after you to repay the costs of the health care you received there since it will look like you only landed in Nova Scotia to take advantage of the fact they have no three month wait period for health care. Your wife will need to keep on living in Nova Scotia for 6-8 months after she gives birth if you want to avoid problems.
