Nova Scotia has different streams for nominations. Having job offer is one of those streams, so you can apply for other streams which doesnt need job offer.
The only stream is labour market priorities so if you have a NOC that they want, you may be selected. All other streams you need a job offer or are working in the province. Given COVID, they will be focusing on those streams.

As other members have already answered, you cannot actively apply for Nova Scotia PNP if you don't have a valid job offer in Nova Scotia.
In your best move would be to create your Express Entry profile, indicate you are interested in going anywhere in Canada and see if your profile gets picked up for the "NS Labour Market Priorities" stream.
