Nova Scotia PNP

I have a query regarding Nova Scotia PNP as follows:

On the website: http://novascotiaimmigration.com/move-here/nova-scotia-experience-express-entry/

No job offer condition is mentioned but in the application guide PDF file, it is written that a candidate must have a job offer.

Can anybody clear this? If one can apply to Nova Scotia even without having a job offer?

In pdf guide, it doesn't say a job offer is required.you probably chech a wrong document.

I think they are trying to clear up their backlogs and would resume the program soon. It is now taking up to 11months or more to get to the first stage of their assessment which is completeness check. Hopefully when they clear up the many backlog, they would resume soon.

my NOC is 2171 and i believe i fall under category A.
I dont have any offer letter from NS employer.

Can i still apply for NS PNP programme or i must have pre arranged employment.

Please clarify
