Nova Scotia PNP Opened for few hours on 5th July

According to this https://www.cicnews.com/2017/07/nova-scotia-reopens-express-entry-closes-within-hours-079309.html Nova Scotia opened its PNP for few hours on 5th July. Anyone has any idea how to pursue it for future as it says it will reopen in future? I am inquiring with reference to category B.

Will this affect the CRS in future? Since those who got nominated will be getting 600 points.
