Nova Scotia Demand: Express Entry Stream

Dear All
As per the guidelines Can we apply to Nova Scotia Halifax office directly for nomination in the Express entry stream in
Category 2: Paid Work Experience in an Opportunity Occupation.
Their webpage has Application guide under Application forms
Also can I apply without PCC or Licensure for one of the regulated fields as it is not mandatory for jobs

350 if you have no job offer and not an international student of current in-land temp foreign worker. The 350 replaces the 150 for the RLMD stream in 2014
