Notice of incomplete application for OINP under masters graduate strea

I had applied for OINP under masters graduate stream after uploading official transcripts. Since my graduation was a few months later, at the time of applying for OINP I did not upload my degree certificate. But, at the time of application it was stated only official transcripts is required. Now, I received an email stating my application has been closed since my application is incomplete. How can I start a new application, or request my old one to be extended as I have my degree certificate right now?
