"As of June 15, 2020, the Vancouver office of the Immigration and Refugee Board of Canada (IRB) resumed mail and registry support functions critical for the assignment of files and the release of decisions. Mail services will restart in IRB offices in Montreal and Toronto on June 22, 2020, with partial registry resuming in those same cities on June 29, 2020"

So they started mailing this week it will take another 2-3 weeks for people to receive their NODs and other mails.

IRB website says,

Please keep posted if someone receives a decision.
