hi has anybody filed Notice of Appeal after refusal letter. can someone elaborate me what happens if the sponsor will try and what are the procedures. thank you

The sponsor should get a letter with the refusal letter that explains how to launch an appeal. Basically you just follow the instructions in the letter. You should order your GCMS notes to see what the visa officer thought the problems were, then gather evidence to show that the visa officer was wrong.
You can present new evidence at the appeal, though the judge will pay more attention to the evidence the visa officer had when he or she decided. This is because if there is something important from before you sent in the application, the judge will wonder why you did not include it with the application. And while you should include evidence from the time of the application up until the appeal date, the fact remains that this evidence can sometimes seem to be manufactured for the appeal.

I don't personally know the form, but Visa Office in your case looks like Manilla and file number is your application number.
