Notarizaing a Declaration Letter in Saudi Arabia

Dear Gentlemen,

I received a CSQ for Quebec and am currently due to file PR Application at the Sydney Office, Nova Scotia.
I have a problem as in I am not able to find someone in Saudi Arabia to attest my Declaration Letter for Non-Accompanying Spouse.
I cannot travel to India to just notarize a document for $5, where the Travel cost for this $5 Notary will be $800 i.e. if i travel by Flight
to India. It is ridiculous to do such a thing. The other rigmarole is that I can't find any Advocate/Lawyer in good standing in Saudi Arabia
who will Notarize just his one page Declaration Letter. I have contacted Indian Embassy Riyadh, and Jeddah, and they say that they do
attestation/affidavit (not Notary) for only certain Miscellaneous Services they have listed on their Website (such as marriage cert, child passport,
degree certificate etc.)

How can a person manage to do a simple task as to Notarize a one page Declaration Letter in Saudi Arabia. Over that I stay in Jubail Industrial
city, Eastern Province 80 kms from Dammam. I don't understand why I have to travel 1000 kms roundtrip to Riyadh, either to Indian Embassy
or Canadian Embassy, to just Notarize this Declaration Letter.

If Canadian Immigration Officers require such affidavits and notaries, then they must also understand that expatriates in Saudi Arabia have
almost no services of these kinds, and based on this information they should facilitate the listing of Advocates, Lawyers in Good Standing in
Saudi Arabia in each Province of Saudi who are approved by Canadaian Embassy to ensure such services are available to Expatriates who have
pending immigration projects.

Please guys, Does Anyone Know, Any Saudi Advocate/Lawyer, who would do this kind of Notarization work, or If Indian Embassy would do
such Notaries, or any establishment in Saudi Arabia (e.g Chamber of Commerce) who would do such notaries, I would be very grateful for this
information. I am losing time for just this one page declaration letter to be Notarized. Imagine this Ironical Situation in Saudi Arabia wgere it
is difficult to manage just one simple task such as this.
