Not sure if visa is accepted

My tourist visa application has been rejected 2 times already.
I got myself into the University of Manitoba and now I have applied for a study permit.
It took only 6 days to process. I haven't collected it but I am quite sure it is to be rejected again.
They did not ask for my passport. Should I be worried? Its killing me as time is passing.

1. Assuming you need a visitor visa to enter Canada (TRV) and your passport wasn't requested, then you can probably assume it is a refusal.

if you didn't get an email with study permit details, then yes refused
