Not Received Notification of Interest from OINP

Hi,
I am a Sales Manager from India and had scored CLB 9 in IELTS in the month of July 2017 post which my CRS score reached 408 which made me eligible to apply for Ontario under Human Capital Priorities Stream in NOC 0601. I have created created my GC profile thrice (One in July, Second in November and the Third one in Jan 18) but still I have not received NOI which has left me curious.

1) Is it normal for Program to take long durations just to issue NOI's?
2) Can I expect sure shot chances of receiving NOI since I have over 400 points?

Hello, how do you create your profile again. I have similar problem. My cars score is 440, but haven't received invitation yet..
