Not possible to get into Quebec without job offer?

Hi,

As i checked the Quebec website's eligibility check tool, it seems like it's only possible to get there with a job offer?

They seems to give higher points for job offer and french skills.

But even with highest language skills,3 year experience, bachelors degree, if there is NO job offer, the system says "you're not eligible to apply for Quebec"

Where i can calculate points for Quebec ? I think Quebec migration is not easy as others and have a different scoring system.
