I am 17 years old and will turn 18 before this summer. I have been out of Canada for more than 730 days with my parents, who also did not meet the RO. My older sister (my only sibling) lives in Canada as permanent resident. I am outside Canada finishing my high school and I have got admission into 2 universities in BC and I am waiting for a reply from 1 in ON. I only applied to these 3 universities. My father got a major accident 4 years ago which made my family decided to delay their return to Canada to finish all the treatment required. He still has to do some physiotherapy due to that accident until now. I plan to return in early August to Canada and want to settle permanently there. I posted a question about 6 months ago and have been advised to return via the US border with a complete documents, instead of getting a TD. I would like to check if any new regulation imposed this year that I should consider different way. I am very excited to return and I have committed to live in Canada permanently. Should I still do enter Canada via US border with my landed permit and expired PR card? Is there any suggestion if it is better to enter via BC or ON border? Thank you very much.

I think saying that you were removed as a minor and now want to return on the H&C grounds by itself is enough. Of course you should not just mention that but say you were accepted in a university and write some of your achievements. Also mention why you want to return and tell them you want to settle and live in Canada.
btw i have your exact same problem and i recently applied for a prtd. I am still waiting for an answer.

AFAIK, your PR status has not [yet] been revoked. You should be allowed to enter Canada, even if the CBSA officer finds out that you have not met the RO. As a PR of Canada you [still] have the right to enter Canada. I don't think it's wise to produce your expired PR Card at the POE, because that could open up a Pandora's Box. However, if the CBSA officer asks you questions about your PR, you should NOT lie about it...obviously. The fact is that Canada and The U.S. are not yet sharing exit data for Citizens of either country at land borders (but it's coming very soon, apparently), so...you may get lucky.
Once you are in Canada, one of two things will likely happen.

Actually in this case there is a very valid H&C reason that the RO was not met, due to being removed from Canada as a minor. And he is doing the right thing by returning to Canada around his 18th birthday. So there should be no need to wait 2 years before applying for a new PR card. In other cases I've seen usually the PR applies for and is given a PR Travel Document on H&C grounds, which overcomes the RO violation and allows them to apply for PR renewal immediately upon returning to Canada.Ponga said:

I went for a PRTD because I believe its better than the border method. Because it feels like that you have to keep running away from government places. Plus it worked with many people. When applying for the PRTD i sent my university acceptance and wrote an entire page why i want to return to canada and continue my life there. If you want to apply ill tell you all the documents I sent. Hopefully it'll work.
