This is not about right or wrong. Do you want to be literally correct but having a chance for your PR application rejected or further delayed? We need to understand the priority here. All of the advices here are provided for the applicants' best interests. Some instructions in CIC guidelines have been followed incorrectly, causing problems for previous applicants here. NOA/T4 are official tax documents issued by a Canadian government body (CRA) that show tax incomes for that specific year. Meanwhile, paystubs are issued by employers per specific payroll period. In general, paystubs are being used when the current T4/NOA doesnt reflect the income for most of the qualifying experiences, usually in the case of applicants applying late in the year or when there are part-time jobs in qualifying experience, as they show the hours and wages paid.
These paystubs can be easily falsely created and may carry less weights than NOA/T4. Not to mention, it requires a large quantity of paystubs to reflect all of the qualifying experiences. Having many documents with detailed information mean higher risk of errors from both parties: VOs and applicants. If they have inconsistent number of hours and wages, it would work against the applicants. That's why it is always good to have a matching reference letter with NOA/T4.
