That 4 is what is holding you back it seems. Retake the test to try and bump your Reading up
Yes, I already looking to set up a new test date, but is there anything else in the bullet points in the letter that indicates that there's something else holding me back from being eligible?

There is Federal Skilled Trade one that has a CLB 4 requirement but it will need a certification of a regulated trade, mostly takes a year or more of experience in the trade and some exam.

Your overall CLB is 4 and CEC requires CLB 5 in each task. I used this clb calculator to convert your CELPIP scores to CLB. With your current score, you can explore FST which requires CLB 5 in speaking and listening and min CLB 4 in reading and writing if your NOC falls under the a skilled trade.
