On one hand governments say students get 1 or 2 years job search visa after Masters and on other hand they ask proof to leave country after finishing masters, what is the meaning of this, does it mean one should lie about his intention to get a student visa.

It means that immigrating shouldn't be your primary intent when applying for a study permit. Your primary intent should be your studies - which is why CIC wants to see evidence you're a genuine student and aren't simply using the study permit as a means of moving to Canada.

But then why give job search visa in the first place, and if I am correct most of the students stay back and find jobs, if they want us to leave after studying..

They don't want you to leave after studying.

They just don't want you to stay illegally if your PR application is refused

Lookup dual-intent on Google. Dual-intent visas are common for a lot of countries.

What they wanna see is that you have something worthwhile to come back to if your Canadian dream doesn't work out. They wanna check that living illegally in a country working on cash isn't your best option.

Not too much to ask for I believe. Canada is very liberal with student visas

I am not against it, just was not able to understand the concept behind it.

Appreciate your explanation.
