Q17. I am not a resident of Quebec should i TICK 'NO' OR JUST LEAVE IT BLANK
The question is directed as those living in Quebec only. So if you don't live in the province of Quebec, personally I don't see IRCC sending your application back.
I wrote N/A next to it but if someone has already sent this blank I really don't see it being an issue.
