Take a look at this web site. http://www.fortstjohn.ca/ You know it is in Northern BC, very cold in the winter. The next closest town is Dawson Creek, about 60 miles away. Very small. I doubt that there is much in the way of job opportunities for students.

Assume there are no transport facilities. As PMM said, you'll need a car.

Yes, there is a local bus service: http://www.transitbc.com/regions/fsj/schedules/map.cfm But Ft. St. John is still basically in the middle of nowhere, if you want to leave town.

Fort st john campus is the biggest campus of Northern Lights and it has lots of international students from India , Japan , China etc . If you have a work permit that you get after 6 months , you can apply for job anywhere and u get paid $11 / hour . I am in Northern lights, Dawson Creek campus not in FSJ
