Actually Problem is: I have 30-days time limit for CIC Questions i.e., Your institute doesn't have relevant government authority...

But I am doing a International Certifications Packages that includes (Oracle - Sun Certified Java Programmer, Advance Java, N+, CCNA, CEH and CHFI) and It is impossible to do this type of courses in University or college..)

Than What I can Reply to CIC...

It sounds like you are applying for a study visa. If that's the case, try the students section of the forum.

If you are applying through family class, then please elaborate as to why CIC is requesting this from you.
