Non SDS student visa from UAE with GIC

If i apply my student visa online in non-SDS what will be my visa office, can be any office or it will be Abu dhabi visa office only.

also can we apply for GIC from UAE

SP Applications applied in the UAE won't need GIC?? what does it mean i need toa apply for GIC but i heard the address could be an issues as i am currently resides in UAE but on the passport address is of Pakistan so there will be rejection?
