Non-SDC Students applying for Study permit

Hey Guys, I am an Indian citizen and have been living abroad for almost 5 years. And the country I am living is non-SDC and I am applying for Study permit. I am planning to go for my masters directly from this country. I have following questions if you guys can help me with.

1 - Like for SDC or Indian student, it is mandatory to pay uni fees before applying for the study permit..Is it same for non-SDC as well? Can't I show funds in my account and get the visa and later pay the fees to uni?

2 - Is there any Indian bank who an issue education loan for NRI without visiting the India? I can make my father co-applicant and show is property as Collateral damage?

3- My father can also pay the fees. For that IRCC is asking the letter (which must be uploaded as a supporting document) indicating he is willing to support you financially . What should be the format and content of the letter? it should be attested or notarized?

There's no hard and fast format in my knowledge. I wrote mine as below. I did not get it notarized. Me and my father signed it. I'm still waiting for a decision on my SP.

I, Father's Name s/o Grandfather’s name, do hereby solemnly affirm and declare as under:

  1. Mr. ChaChaVidhayakHain is my real son, whose date of birth is xxth of January xxxx and who is a citizen of India.

  1. He intends to pursue a Master's of Computer Science program at xxx University in the province of Quebec, Canada.

  1. During his stay in Quebec, Canada, all the expenses whatsoever incurred in studying and staying in Quebec, Canada will be borne by me out of my assets, for which the Bank Statement declaring the finances, tax slips for the last 2 years, and a letter from the employer is attached herewith.

  1. All other adequate maintenance, accommodation, and overall other possible expenses will be provided by me during the entire period of his studies in Quebec, Canada.
