One is 20 now and the second will be 19 as of Sept. so by the time they get to the app. they would be excluded anyway, correct? Filing Inland.

If the children are already married or in a common law partnership, they are no longer considered dependent and can be excluded from the application. If the person is applying for PR after August 1st 2014, the age limit for a dependent child is under 19 so children aged 19 and older would automatically be excluded.

If you already applied, their age was locked in at the application date so they are still a part of the file so you may need their statements that they are not doing the medicals. However, it may be possible to exclude them from the application based on that they are at that point not eligible according to the new rules.

The mother does not need any forms from CIC to get a medical for her children . It will be an upfront medical and thats all she has to do is book an appointment with a panel physician ad they will send the medicals directly to CIC The father then sends the receipt that the Dr gives them and he sends that in with his application. My step son who is not coming to Canada but has to be put on the application because he is under 21 and is a dependent . This was not a request it was on the application forms when we applied for spousal sponsorship and it was to be completed at the start not the end .
