I have just passed 13 months since the PR application submission.
The process is exhausting, frustrating, and annoying, especially regarding Background verification.
My application has been stuck since October 5th, after the second ADR.
GC Key says the final decision is in progress, the medical was completed in July 23, the Background is in progress, and eligibility has not started.
IRCC agents are not helpful, they have no access to any information.
It seems like they have no resources to review the applications which is why the applications hang for months without updating.

If you see final decision saying like “March 5,2024 - Your application is in progress…”
Then your application likely has been approved. You can request a CBSA note to see. Mine was approved right after I got that ghost update. I’m now waiting for my eCOPR. But the GCKey still saying they are reviewing my eligibility, my background check is in progress, and final decision is still in progress. The online account and tracker is just Bullsh1ting. GCMS note is accurate.
I’m not sure which page you are looking at. If you apply to IRCC, you will use legacy system. when you go to the second step, at the bottom it ask you for File Number(s) Here you put your EP number should be no problem at all.
If you are applying to CBSA, you will use the new system. It has no place to let you put application number, you will state in your description. You can say you are requesting GCMS records for your PR application #EPXXXXXXXX…
I’ve never encountered this issue.
There should be section in your GCkey which shows approval letter and also under information section it should show new work permit number and expiration date . You will be get new work permit in mail in 1-2 weeks through regular mail .
I have sent two GCMS note requests, but no response yet!!!
Could you please share the link where you sent the GCMS note?
When did you applied? It takes around 30-35 days minimum for notes to receive.

This is ATIP official website. Choose "Request Personal Information", Yourself, Search for CBSA or IRCC.
If you choose CBSA, you need to login with ATIP account(Sign up if you don't have one)
If you choose IRCC, you will be redirect to the old website. You should choose IRCC again on that website.
