If I say yes then some people will disagree. Well, it's not officially mean your eligibility passed when you receive PAL, but from my experience, YES.
I got PAL and then applied CBSA note. My eligibility was passed by an officer exact the day my PAL sent.
If you are curious about yours, I suggest applying for notes.

Hey guys,
I applied through Nova scotia pnp- non express entry program last year and Nov 17-2023 checked my tracker everything was completed (biometric, Medical, background ) except eligibility(it says in this step they check to make sure I am eligible for the spouse )
I thought eligibility meant final checking?
Does anyone have any estimate of how long is gonna take to receive COPR?

One thing for sure is I know several people including me, whose background check is "Not Applicable." for days and months but nothing seems to happen.

I got an ADR for employment letter and recent paystubs/T4 on Nov 15

They are validating the eligibility now, once they verify ADR submission, you can expect PAL(not necessarily for inland but can still do), followed by decision on application if there are no hiccups in BGC.

Ha! Mine too! Seems that PM3 officer at Winnipeg IRCC is very busy! It’s been almost 2 months since mine was Digitized-PM3 ready. But they seems never ready.
