poor people, I feel you. I'd guess most likely it's just bcz your files stuck btwn the PR application file system and the actual case processing system, hence the agents answering the phone calls & emails don't have the access to them thus the "file is not yet in the system", "did not receive my application " answers. It's just like many others before(and it's still the case for lots of people even now! How disg*sting that is!). And all of this nonsense it's bcz the st*pid and inc*mpetent system they designed has failed to upload the files to the case processing system. someone got the luck of being treated with manual intervention and got FN/AOR.
it's ridiculous that they don't have access to the system they design and let applicants use. i also tried to use webform a few times to ask the officers about my application, they all said they don't see my application. i really felt very disappointed towards the Canadian working culture, particularly the IRCC culture.
