Non essential travel

I have a question..

Travel restrictions have been extended to 21 January 2021 as of now. It says Canada’s border will be closed to foreign nationals who are coming for a non-essential reason. Does permeant and soft landing BOTH fall under non essential reason? Or is it only soft landing?
