Non-accompanying spouse lost passport

My wife's passport got lost in transit when trying to get a police certificate. I have close to 4 weeks left for my ITA to expire. I have everything lined up except her passport is now lost. We're trying to get a new one from Consulate General of India in SFO but their processing time is 4 weeks on average.

Even if I get her new passport before the time expires, the trivial part of all this is that her passport will now have a new number which might make the police certificate obtained already invalid (that mentions the old passport number). Will a letter of explanation suffice for this situation or should I consider declining the ITA and wait for another ITA (I've already done that once and don't want to risk it again so this will be the latest of the last resort) and in the meantime sort out this passport/police certificate situation? Please advise. Thank you.

I think letter of explanation should be good enough. Did you have any scanned copies or f her passport?

Did you already get the PCC? The new passport doesn't make the PCC invalid.

Yes we have scanned copies of her old/lost passport. But my other concern was, is there a negative effect if I were to decline ITA for the second time - I would need to consider that if the Consulate won't process the new passport request in lieu of her lost one within my ITA deadline.

But the old passport number is mentioned as part of the text in the PCC. That's why I'm worried
It's fine. People get new passports.

Do you actually have the PCC? If so, just apply with it and the copy of the previous passport. Update IRCC after the new passport arrives.

Thank you for your reply. Is there a negative effect in declining ITA for a second time? Will it hurt my future chances of ITA in anyway?
