Hello everyone! I would really appreciate your help on my question. Recently my PR FSW application was canceled due to the fact that the ID of my non-accompanying spouse that I provided is not valid for travel to Canada. But the problem is he cannot get a travel ID yet for another 3 years due to his previous military service. That is why he is not accompanying me. I provided his national ID and I explained it in my LOE. Is there anything that I can do other than contacting them via WebForm? What do you think are the odds of positive outcome for my request of reconsideration? Or will they tell me that I would have to wait for these 3 years up until he gets his ID?

what country is he from? where is that rule from? first time i've seen this. what was the wording of the cancellation reason

That does not sound like a valid reason to cancel the PR application. Please post the rejection letter here with your personal information removed from it and then we can advise you better.

Thanks a lot for your reply. Unfortunately for some reason I cannot upload pics here.

But here is the exact quote:
"IRCC has reviewed your application for permanent residence. We have determined that your application does not meet the requirements of a complete application as described in sections 10 and 12.01 of the Immigration and Refugee Protection Regulations. Your application is rejected for being incomplete. Specifically, your application does not include the following elements:
- Copy of passport/travel documents - The Russian national passport your spouse provided is not valid for travel to Canada.
Note: a full review of your application was not performed. There may be other elements, not identified above, which may also be missing or incomplete."


I have contacted them via WebForm, but I don't know which office processed me. Is that ok that I indicated that I was processed inside Canada? Or what should I do? I read about calling them, but it mentioned that I can only call if I am in Canada.

This makes no sense at all. A non-accompanying family member doesn't need any travel documents, because they are not going to travel. I personally think that IRCC has screwed up with the pre-parsing of the application or that you, the Principal Applicant, have made an error in the application form(s) to not clearly indicate that the spouse is non-accompanying.

This makes no sense at all. A non-accompanying family member doesn't need any travel documents, because they are not going to travel. I personally think that IRCC has screwed up with the pre-parsing of the application or that you, the Principal Applicant, have made an error in the application form(s) to not clearly indicate that the spouse is non-accompanying.
Thanks so much again! No, I clearly remember that i had to type in the reason why my husband is not accompanying me and I did it. Furthermore I paid fees only for one person.

Your application rejected at R10 level which is completeness check of application.
Please note if your file rejected at R10 as they stated in letter you cannot do any thing except get back into pool ASAP and receive new ITA. Dont waste your time in sending web forms. At R10 there is no visa office assigned to case as these steps are done at CIO sydney.

For your next application you should upload valid travel doc even for non-accompany spouse.

Travel documents are not required for non-accompanying dependents. This was a mistake by IRCC.

It doesn’t have a requirement for ID that he must be able to use this ID for travel to Canada. The purpose is to confirm the identity. The ID which I provided (Russian national passport) allows to confirm the identity. This is the ID which is indicated in his PCC and Medical check. His travel ID won’t be indicated in these kind of files.

Yes that was exactly my point they need to confirm identity doesn't matter if he is traveling or not. That's why the request for legible and valid copy.
I think they mainly confirm identity thro passport or travel docs because they meant to use for international travel.

Well I will suggest you to get an legal advise from registered immigration lawyer and then reapply.

Once I receive ITA will this cause an issue with my case ? Appreciate any help with this scenario.

If your spouse is already in Canada and you have them as non-accompanying, it may well cause your application to deviate from "standard processing".
