A certificate if for a trade like electrican or plumber. Need a provincial certificate or a red seal. Having a job doesn't give you certification. Or you need a license like for engineering but that doesn't give you points.

Ok let me further clarify. I have been working as an Administrative officer in a public sector for over 10 years and recently got a Post Graduate Diploma in Public Administration. My question is, can I claim points for the certificate in Saskatchewan PNP?

Are you talking about your education (PGD in PA) or a certification in a trade? Your education is counted under education. Are your working in Sask? What stream are you applying to?

Yes PGD in PA not a certificate in a trade. Just wanted to know if it makes any difference if I got the PGD after my 10 years experience. I studied Marketing before I started working. And I want to choose 1221 Administrative officer as my NOC and use the PGD in Public Administration as the education requirement.
