I think the only way is to apply for a BOWP even if your closed WP is not expiring within 4 months and after u receive the AOR. One of the applicants got his BOWP approved even if his WP was not expiring within 4 months..

Yes, Yahoo, I know and that is what i am going to do, I will be applying for BOWP once I have submitted my PR and have received an AOR.
