Is there anyone in this forum who has applied in 2009 under 2173/2172/2171 category or any other NOC not in the list and received an AOR?

I doubt if anyone will answer yes to this. The guideline simply says you have to be in the 38 list esp. in 2009.

You can't find 2009 Applicants with above NOC. As ministerial instrcutions were issued november 2008 and 38 list, so after that all aplicants need to apply under new 38 list of Nocs which only one IT/Computer Noc valid is '0213'. You may find some applicants who applied before Ministerial instrcutions and still waiting for "yes/No' from CIC. By the way, are you in this list too?? otherwise if you clear , why you want to know then maybe some one will reply you appropriately.

yes, i have appplied under NOC 2173 however i have expereince in canada for 1 year, other appplicants (IT Guys) outside canada cannot choose any other NOC than '0213' unless they have experience/study exp in canada with the condition of them being in canada at the time of application.

Yeah, you can still apply under category 2 or 3 with a NOC that is not on the list. Only category 1 goes by the list.

one could apply for federal skilled immigration under three categories.

category 1: atleast 1yr. of experience in 38 occupations listed.
category 2: an arranged employment offer (AEO).
category 3: living in Canada for atleast 1yr. as student or temporary worker.

It is only for category 1 that your NOC should be in the 38 list.

If you want to apply for Skilled Worker, the first thing you should do is read about it on CIC's website. The categories are explained here: http://www.cic.gc.ca/english/information/applications/skilled.asp
