NOC Confusion

Hello.. is there someone who can help me with this NOC confusion

I am working at British Organization in Pakistan and the project coordinator of a youth development program, the following is the description of the program. Can someone help me!!

"The programme links civil society, community leaders and networks of young people and organisations in Pakistan, the UK and other countries. The overarching aim is to deepen trust and understanding within and between communities.

Young participants gain various skills including cross-cultural communication and Intercultural dialogue, and its effective role in community action. They are encouraged to play a bigger role in their communities by addressing social issues through volunteering and engaging with community influences and local Civil Society Organisations.

The programme also offers partnering civil society organisations the opportunity to join an expansive platform that offers internationally developed resources for youth leadership development, standardised programme development and delivery frameworks, access to national and international advocacy opportunities and prospects of interaction and collaboration with partners in South Asia and the UK"

I am programme officer of this project and my work is to oversee and make sure these partnerships are going perfectly.

Programme Delivery
- Co-ordinate the delivery of specified project activities and undertake specified technical/support tasks (e.g. manage events, communications, contacts, networks, logistics, external suppliers, meetings) to meet agreed targets
• Provide administrative and logistical support to ensure smooth operations for the delivery of relevant programs
• Manage coordination with internal and external stakeholders including strategic and implementing partners
• Support program monitoring follow up with partners for data collection and ensure data collation as per the M&E framework and generate data analysis reports where needed
• Carry out all administrative tasks related to the preparation of contracts for consultants, organisations, ensure they are stored in an accessible manner
• Make all logistic arrangements for holding trainings/meetings/seminars/workshop/events, etc.

Stakeholder Management
• Support relationship management of key stakeholders in SBU
• Support Line Manager in managing visits (to and from Pakistan)
• Ensure completion of RAF and other security related procedures as per the policy for all the visitors to Pakistan Compliance and Financial Management
• Provide support in financial accounting of the programme on a regular basis
• Interpret and follow British project procedures (project, financial and risk reporting) to ensure compliance with all systems and standards
• Ensure that all the payments are processed as per BC financial policies and necessary documents and processes are in place
