I am an indian citizen and i have worked as warranty incharge in automobile domain for 2.10 yrs and presently working as costing clerk in same domain but for costing clerk and warranty clerk the NOC codes are different. Which one should i use for express entry profile creation
* Warranty clerk NOC code is 1411
* Cost clerk is 1431

The lead statement and the duties are to be matched for choosing the NOC. Doesn't matter if its same domain or not.

Neither are eligible for Express Entry because they are NOC C.

YES , NOC C, but to determine this, OP has to specify the duties. Sometimes the duties may be matching with NOC B. Now OP is in a dilemma

Should clarify for the AIPP program that you need a job offer from a designated employer from one of the 4 provinces to apply.

You are not eligible for Express Entry with NOC C jobs. You need to look at PNP programs like AIPP (link above) and maybe BC, but for both programs you need a job offer. Look at Rural/Northern programs but again need a job offer.

So after creating express entry profile and through PNP i can immigrate right?

No. You are not eligible for Express Entry so you can‘t create a profile. You need to look at each PNP program and where you are eligible with a NOC C job. Most likely you need a job offer in your NOC to be eligible. Eligibility doesn’t mean a nomination or immigration.

Wrong again. There are several programs not affiliated with EE. Research each provincial program. AIPP, Manitoba PNP (certain streams), RNIP etc. are not through EE. They are paper based programs where you apply directly to the province and not through EE. Some you need job offer. All the best and good luck.
