Dear forum members. I am bewildered on choosing the right NOC code as a Primary Occupation in Express Entry. I would be very grateful if you could help me on this issue.

My bachelor specialization is "Administrative Management" (2001-2005), Master is "Customs Organization" (2005-2007). In spite of studying Governmental (Public, Municipality) Administration, I have worked only in private sectors. My job experience includes a. Import and customs manager - ordering home appliances overseas, organizing their Cargo and Customs issues and general auditing of company's accounting reports (2013-till now); b. Senior IT manager - the director of a company's IT department (2010-2013); c. IT manager/ERP manager (2008-2010). Besides them, I have certifications from Microsoft (MCITP Server and Enterprise Administrator) and Cisco (CCNA R&S).

Which NOC code best suits for me?

Generally, a person's current occupation is their "primary occupation" but it does not have to be. The only requirement is that it is skilled, at least one continuous year of full-time experience (or equivalent) in the past 10 years (if it is foreign work experience, as opposed to Canadian work experience), and that you can properly document it. It is this last part that sometimes creates the need for a different strategy.

For each period of work experience that you claim, you have to provide letters of reference (that meet IRCC's information requirements) and supporting documents. For various reasons, some people have difficulty obtaining this documentation.

As well, some people have "hybrid" jobs, meaning, their job duties and responsibilities do not neatly fit a specific NOC. IRCC uses the job duties and responsibilities described in the Letter(s) of reference, and compares to those described in the NOC - to determine whether or not a worker's experience is skilled. But in effect, if the duties and responsibilities do not correspond to the selected NOC, the experience is refused (VOs are not responsible for finding a suitable NOC on your behalf). So people with "hybrid" jobs (from the perspective of the NOC) can sometimes have difficulty getting their experience accepted.

Regardless of the job title you have, you have to select an NOC based on your duties and responsibilities. "Manager" occupations have specific sets of duties related to managing other people (not just the technical stuff), budgets, departments - you need to specify a certain level of decision-making authority. Managers whose letters focus on the technical stuff can be refused for failing to mention their HR and financial duties...

You are fortunate that you have a few to select from. I hope this helps.

Thanks for your quick and brief reply. I still find it difficult to solve this problem. As you say I have managed only IT department's technical staff, not the company's budget and so on. I really need help finding answers to these questions:

1. Can I apply if I have no experience directly related to my education field?

All the occupations noted in NOC database that suit my experience require Bachelor or Master degree in Business Administration, Commerce, Economy or Computer related sciences. However, I have studied Public Administration. So, Canadian equivalency of my education is Administrative Management and Customs Organisation according to my ECA Report. Unfortunately, they didn't accept my Microsoft and Cisco certificates for assessment.

2. If I can get the reference letters that includes some points of one of these NOC codes, will IRCC accept them? Or they refuse to give me ITA because of my education?

I want, if I will be lucky on getting ITA, to continue my career in IT field in Canada. As I noted above, my education is totally differs from IT.

Yes. It does not matter in most cases what your education is (unless you work in a "regulated" occupation, like doctor, lawyer..)

No.

Yes. Just because it is your "main" occupation for the purpose of the application, does not mean that you are restricted to that if you become a PR.

This is true for many many people, including those who successfully obtain PR.

I always feel that it is not even necessary to list those work experience that are irrelevant to your primary occupation, you know, to save all the troubles associated with requesting reference letter and pay stubs. Even though you listed all the relevant and irrelevant work experience you have had, why would IRCC care about the authenticity of those work experience which you don't base you PR application on at all??

Regardless of whether the work experience is in the same NOC as the "primary" occupation, the OP still needs to prove at least 3 years of skilled work experience for maximum CRS points, and can gain points for FSW up to 6 years. Beyond these meeting requirements, I would agree, it is not necessary to list EVERYTHING on the profile.

I'm confused..For example, if I have one year work experience under NOC 1111, one year experience under NOC 1122, and one year experience under NOC 1133, all three years are obtain in Canada, can I state in the EE profile that I have 3 years work experience in Canada?? Isn't that these work experience need to be all within the same NOC to allow me to claim that I have three year Canadian work experience in the EE profile??

No.

Note that the OP is talking about FSW and foreign work experience. So the rules are a little different, in that the OP must have at least 1 full year of work experience in the primary NOC. This is not required under CEC.
