Normally no, for me I made it after NOI from 2171 to 2147 but it was after a request from OINP, means that I applied for nomination paid and submitted then OINP came back to me asking something about main NOC and I figured out that I have to change the NOC of my last experience, the one that counts and litterally OINP in their message suggested that at the time. 2174 and 2173 are very close so if OINP sent you noi for one they will keep you for the other one normally, my assumption. Look, before doing anything try to find the demanded NOCs in the Ontario website and if you find both NOCs then it should be fine to change.
