noc 7241 electrician

one of my friends is a electronic engeneer. she want to apply as a electrician she has almost 4 years work exp. at this noc, can she apply? is she eligible for appling? she worked as a electrician with one of her friend which has a electrician store.
is her education related to this Noc.
