However your brother can certainly still apply for PR through Express Entry. He will want to achieve a score of around 470 in order to have a good chance of being selected.
He should be aware that he will have to go through a certification process before he will be allowed to work as a teacher in Canada. I would recommend he research what this will require to understand what will be involved in moving to Canada and trying to work here as a teacher.

i thought teachers are in-demand occupation since they got listed in under noc 4031-4032..i must be wrong
he got 492 points last time we did the check, even more he is a French fluent speaker which got me thinking if he should apply under Quebec PNP, should he?
