Thank you so much Zakir for the image. Now I am confirmed that cap was reached before 24th Oct. So everything is ruined. Nothing left.....I am feeling like :'(

Thank you to all, who shared precious information in this thread. After all this the main question - HOW could it happen, that the cap was reached in October, but tnere were no information about it in CIC updates in November and December?? Is it so hard to calculate packages?? Even in the last message they didn't write, that the cap is reached! It's simply unimaginable and looks like a negligence.

Hi there:

Explanation is simple :the whole bunch in CIC don't care about applicants at all.
They take those who is the first and not the best.
And now in Express entry they will accept those who stupid with (208/600) points and job offer.

Canada does not need smart people with high score and PhD.
they need just slave labor without any education :o :o :o
 
Looks like you are right. The question is - why was it needed to include 4011 into FSW. I heard that there is no (or maybe almost no) differentiation between Canadians and immigrants in Canada, but after this situation with cap updating it's hardly believable. At least CIC's work is quite disrespect. And in the same time people with 208 score get JO and provintial nomination... I'm trying to understand, what characteristics must have a person, who gets 208... IELTS 4.0? 1 year of experience? Age after 50?

You know PhD in Belgium/UK/France is not the same as PhD in low income countries. However CIC count them all together. That is a big problem.

I already searched for a job and got 4 job opportunities, but they all refuse to deal with LMIA.
And to be honest: all people who gave me refusal was not of Canadian origin: they all was immigrants from low income countries.
They just followed guidelines without any attempt to hire a person from elite German University with Canadian experience.
Always I got one answer: sorry our company only hire those with work permits.

Human resources is a key element in any company in Canada: they decide whether to hire you or not.
In most of the cases they are not Canadians. It is pity to be in Canada and to get refusal from somebody who have no expertise in the matter of quality personal.
 
If this trend continues soon Canadian employers start selling "Job Offers".
Either CIC will learn the lesson or this is their policy to "accommodate" all who, some how, have arrived Canada.
 
Speaking about 208-scored job offered candidates, "JO selling" is quite possible today, not in future. Because what real advantages do these candidates have?

Mr Zakir and Deep both are October candidate (27 and 24). Both of them got the cap reached letter at February 12. Nick.rwth is a 27th Nov candidate and get his letter at 25th Feb. It seems they just start to send back the application. Today I called them, but I didn't get any update of my application. The agent said my application is in the process of verification!!! I am a Nov 17 candidate and also has the valid work permit in NOC 4011 category (as I am working as a Post Doc in uOttawa). The whole situation make me tensed, because nobody trust the CIC people!!!!
 
at wat date the cap reached 23 oct ?

I find it dubious when I see their company photo.

They pretend they hire people. But they are not.

Bit difference from Germany: in Germany after 2-3 reports, government agent will check this company, if any suspicion would be found that hiring process is a fake they will be fined hugely.
Here in Canada I don't know any examples when government punished companies. I mean in real way.
Also if any problem arise in Canada people not use to report it, as German example - if you park your car wrong your neighbor will call police, they will fine you and neighbor will get a reward.
