how can we do notarise our documents from dubai ksa kuwait??/

No idea about KSA/Kuwait. In UAE, Authorized lawyers can do that in Dubai/Abu dhabi within courts, but it will be a bit expensive. I would suggest to get it from your home country, if you intend to....no matter you staying outside your home country, you can still notarized from there, I did the same, no issues !

yes, equivalent to 4 year bachelor degree in Canada. for CIC, 23 points for it

Thanks. It's only a login and password. I think you should check it personally as well. Don't be too dependent on agency. Just my advice.
