i am considering to apply under 3111 and hoping you guys will be able to help me to clear out following items to start my application;

1. I have about five years working exp as an emergency doctor. Can I apply under 3111?

2. do I need to pass MCCQE exams before my PR application? Or do I need to have full licence to qualify for PR?

3. I was thinking to immigrate immediately under foreign skilled worker through express entry without MCCQE or other exams. And do MCCQE and all the liscencing exam only after I reached in Canada. Can doctors be able to immigrate the same way as other skilled workers like cook or teachers without having all these exams and licensing done?

Any insight will be highly appreciated.

You can apply without being licensed as a doctor. If this is your NOC, your education must be assessed by the Medical Council of Canada. You say you are going to immigrate immediately so assume you have 470+ CRS points. When you immigrate, you can work as a cook but not a teacher (license profession).
