Hi guys , it will be helpful if someone can explain what happens in below case.

sent application for noc 2172 on october first week.
now the noc is capped out but still no deduction in credit card

Are you sure you talking about 2172? It is not capped out yet. 2171 is capped out, and October applicants are unlikely to be in the cap, but as the first week of October, you have a very slim chance.
