Yes you can apply. Degree is not related to NOC and is not relevant. If your job experience matches with the NOC description and you can prove it with reference letters than you are good to apply.

Lets be clear about it. Degree or job title is not relevant when applying to a NOC. The only thing that matter is what your reference letter saying and how it is matching with the NOC description. It is very common that people with a certain background education might take on different role on their career and gain significant experience and skill from that job. Skill and experience is what matter when applying to FSW.
