Nope. From what I saw on another thread, Feb last week PERs are getting their AORs now. I reckon I have another week to go.

With everyone speculating about the global cap, its best to have plan B. Create your EE profile. Scores have fallen to 470, and expected to fall more. So you might get an ITA any time soon.

There are quiet a few december applicants present in this thread, who have received per.

Also a few who have received their applications back. Which is not due to capping, but due to other reasons.
