"One way to qualify for Canadian immigration as a Federal Skilled Worker is to have at least one year of continuous full-time or equivalent paid work experience in the past 10 years in one of the following 29 qualifying occupations.

The qualifying occupations are listed by NOC (National Occupational Classification) and are based on the main duties performed. This list of open occupations was updated to reflect ministerial instructions issued on July 1, 2011. Click on the occupation title below to see if your occupation is among the qualifying occupations for the Federal Skilled Worker Category.

Question - I have one year experience as a Medical Technologist (NOC:3211 - Not included in this list), It's mean I am not eligible to apply under New FSW Program?

What you have posted is the old occupation list. The new occupation list for 2013 hasn't been announced yet by CIC.

Once CIC announces the new occupation list, your occupation must appear on the list in order for you to qualify to apply for FSW. If your occupation does not appear on the list then you will need a job offer in Canada to apply for FSW.

Yes, if you have a permanent job offer with a positive LMO or AEO in skilled category, you can apply any time, no need for occupation list either.

I am on work visa in Canada and I have a permanent Job Offer for the occupation '2175 - Web Manager' but I can't do LMO or AEO because my company doesn't comes under LMO... They don't have to do anything with LMO. Would this be enough to apply for FSW after a year?

No - this won't be enough. You need an AEO/LMO if you want to apply through FSW.

If you are able to obtain a year of skilled work experience then you can apply for PR through CEC.

So that means I don't need LMO/AEO if I apply PR through CEC?
