Yes you are right CIO is working in a very mysterious manner and internal algorithim of working procedure of CIO is not known to anyone.

There working cannot be predicted, however as such some files have been returned from Nov/Dec that reflects that completeness check is done for as many Nov/Dec applicants ans cap has definitely not reached... Thus, they have to charge CC/DD sooner or later...

NOC 1123. App of nov 10th. Charged on jan 15th and PER received on feb 4th.

There is some good news in the house, lets just be positive.. I got this from the above thread

Package returned today with a letter about cap filled.

Application receiving date was 6th of November.

It is strange that 10th got the PER and 6th is being returned, but at least my wait and pain is over.

Hi mates, I thought my FSW application is waiting to be returned recently cos I found some accounts indicate they got an email/returning application due to the cap of 1123. However...see below

FSW: NOC 1123
Application filed: Dec 23, 2014
CC Charged: Mar 5, 2015

CEC: NOC 1123
Application filed: Dec 1, 2014
Application returned: Feb 10, 2015

What's going on with 1123 via FSW? Any similar cases?

I m related to 1123, Application reached by Nov 11, 2014, DD not charged.
As per CIC newsletter email of mid november 2014 dated november 14, 2014, only 3 nocs were capped out I.e. 1112,2173,2174

So, its clear that the applications that reached there by mid november are most probably safe.

Rest if we go by applications chart of cic that was around 800 by mid December 2014 ,including both the pending onez under processing and completed ones.

Anyone with more clarity, kindly revert.

I applied under NOC1123 last Dec 16. The regret letter says 1123 has capped already.

Sorry to hear that but did how did you get the letter? By email or by the returned application package?
I also apply for EE with only 473, but let's cheer up! Early preparation will be better.
