NOC 0711 - Construction manager

the following was displayed inside...the "Decision made"

We received your application for permanent residence on Feb 26,2010
We reviewed your application and sent you a letter on April 6,2010.Please consider delays in mail delivery before contacting us.
Your application and supporting documents were received by London,England office.They are pending review.
We transferred your application to the London England office on April 13, 2010.The London England office may contact you

Address etc remains same. I applied thru a consultant...
Any inputs on the current situation.. :

The status from In process to Decision made was seen on 01st April 2012. Today one more line seems to be added..."A decision has been made on your application.The office will contact you concerning this decision"

What does this mean - does this mean rejection :'( ??? - Also the site says that they are facing technical issues with MyCIC...??? Cud it be a System Glitch

This is for my NOC-0711 application, after 2 months of sending updated docs.
Your application was reviewed and we started processing on March 30, 2012.

Dear Tall Prince.

It seems to be rejection, but just wait for the letter from them... If you do not receive any letter within a month than your hopes can live....

They just want to finish the backlog till June 12 by hook or by crook.... just rejecting files without any reason....

You can ask them for reconsideration or file a case in Canadian Court once you receive the rejection letter and reasons are known to you...

I feel sorry for all such cases... may be tomorrow my file can suffer the same faith, its still waiting to be reviewed....

Lets pray for better luck....

Its slightly more than a month since the ecas changed from RBVO to DM

I strongly suggest to send them an email @ <london-im-enquiry@international.gc.ca> ..... requesting the status update....

They will confirm weather a letter was sent or not.... also u will be informed of the updated status of ur application....

Hello, please I need some clarification on this NOC 0711.
Is it applicable for a project manager working for a consultant firm and who supervises the work carried out by contractors on behalf of their clients.
I need the clarification because the Lead Statements and example titles on the noc.esdc.gc.ca page generally refers to someone working in a construction firm.
