Hi good day
Iam planning to apply pnp via 0213 noc code
I have masters in IT with management information system experience as mis senior executive
do I need cips certification examination?
Hope I will get IELTS 6 or 7 band if my bad luck by getting 4 or 5 will am able to apply express entry or pnp ?

You don’t needs CIPS. If you get 4 or 5 IELTs then you are not eligible to apply for EE.

Ok because you said your IELTS score may be too low. And your ECA is completed.

Total work experience 11years
work experience : 3 years as IT Application Support Engineer(Singapore and India)
Work experience : 8+years as Management information system(Port MIS officer)
IELTS : Over all 6 (Reading 5.5,speaking 6 writing 6 listening 6)

am i eligible for Express entry ?
am i eligible under any state nomination or regional nomination program for Permanent residence?

No you are not eligible for Express Entry and PNP programs through EE as your IELTS score (reading) is too low. And even if you get 6 in reading, your score will still be too low due to your age.

You can look at Saskatchewan OID but again your age and low IELTs scores may be an issue.

You have to see if you are eligible for SINP-OID which is paper based and takes longer to process. Do you have ECA?
